Owner only: start texts again on a thread that was paused because the customer wrote something stop-like. Ask the owner first and pass owner_confirmed: true only after they say yes; show them paused_reason and the customer's last words. Refused when the customer is on the stop list (they texted STOP) or the thread is not paused. Or send the owner the link from resume_url to do it on a page.
